How to withdraw troops from Iraq
I had this idea for about a year and tried to publish it Jan, 2006 in
local paper Letters to the Editor - but I guess it is not "local"
news.
There is a fresh report of an audio tape with Bin Ladin's threat

But going past the threat part, Bin Ladin indicated a willingness to
stop attacks if US troops withdraw from Iraq.
There seems to be no shortage of Al Quida and insurgents recruits or
sympathizers. The notion is that Arabs resent US occupation which is
the primary reason for the Al Qaeda and insurgents violence. The plan
is the following.

1. Have a big publicity campaign in Iraq that US is offering to start
withdrawing troops from Iraqi sections if Al Qaeda and insurgent
violence would perrmanently cease in those sections after pullout. US
will initiate the withdrawal on its own without direct deals with
the other side.
2. Divide Iraq into strategic grid sections from which US would
withdraw one at a time. The sections may be political, geographical,
or militarily or whatever suitable boundaries. The first would be a
relatively peaceful section where it would be easy to stop violence.
The second the next easy one and so forth.
3. The troops pulling out of each section could be posted at its
borders to catch insurgents trying to sneak in.
4. If the violence ceases in that section - say a month - US troops
would withdraw from the next strategic section and so on. The
withdrawal will be progressively faster with positive results.
5. If the violent insurgent attacks do not cease, US forces return
back and business as usual.
What if it works? Peace is restored, break out the soda pop, bring the
troops home.
What if it does not work? In that case US will show to Arab population
and rest of the world its genuine desire for world peace and expose Al
Quida and insurgents as liars and fanatics only wanting to destroy
life. They will loose Arab world sympathy and get fewer recruits. The
US will be the good guys and Al Quida and insurgents the villains.
Of course the idea can be fine tuned for better results. But the
effort should be genuine and not handed down from a pedestal. Many
terrorists have an injustice cause in history. The French Revolution
terror was precipitated by ruling class injustice.
